Noa Asher was nominated as the Chairperson of the of the Israel Japan Chamber of Commerce and Friendship Society on January 8th, 2026.
Noa Asher is the CEO of NTT Innovation Laboratory Israel since 2021, serving as the strategic bridge between Israel’s innovation ecosystem and the NTT Group worldwide. NTT is one of the largest IT companies globally, working with almost 1000 subsidiaries in more than 80 markets. She leads collaborations that connect Israeli technologies with NTT’s global business challenges and opportunities, strengthening partnerships across sectors.
Previously, Noa served as Israel’s Economic Minister at the Israeli Embassy in Japan and headed the Economic and Trade Mission in Tokyo (2014–2020). In this role, she advanced trade relations between Israel and Japan, established new bilateral government collaboration platforms, and supported hundreds of Israeli startups entering the Japanese market and major Japanese corporations in collaborating with emerging technologies and identifying investment and partnership opportunities in Israel.
Noa entered the Israeli Ministry of Economy in 2002 and served as Israel’s Economic Consul to the U.S. Midwest (2006-2010), headed the International Support and Finance Department at the Foreign Trade Administration of Israel’s Ministry of Economy (2011-2014) and Chief of Staff to the Chief Scientist of the Ministry of Economy.
Prior to joining government, she worked as a legal advisor to a group of Israeli technology startups.
Noa holds an MPA from Harvard University’s Kennedy School, an MBA from Tel Aviv University, and an LLB from the Hebrew University of Jerusalem. She is also a proud mother of three kids (17,16,11).
